If you want a loan without billing, you can not provide the usual income proofs. Banks usually only give credit when collateral is available as a regular income. Without appropriate collateral, the methods of private lenders are not exactly squeamish. If the customer does not comply with his obligations, a collection agency will immediately be obliged to collect the installments due.
